Cellular, VoIP and landline providers will have to be found in a 911 call by 2018. Carriers do not have o limit themselves to GPS-capable phones, this way preventing worries about an eventual tracking of phone owners by the government.

FCC’s arguments are that its policy intends to take advantage of modern trends and not only made to force changing the attitude. In the United States, the dominant form of calling is represented by cellphones, about 85 percent of which could have GPS by the target imposed by the FCC for 2018. VoIP is the most significant exception. It is moving away from the original destination as an extension of a landline or even a substitute for it. An example would be Vonage as well as many cable providers. Google Voice, Skype, Google Talk and other platforms have now mobile as their highest priority.

A call for GPS is a part of a larger 911 modernization trend at the FCC which is based on latest technology, mainly from smartphones. The US agency thinks that, through GPS, many lives could be saved by identifying callers faster than now. Texting, photos and videos are also expected to help by offering better visual references, in eventual deadly criminal situations, police could be warned without tipping off the attacker.

The device, named i937, has the promised AT&T 3G frequencies and fits the design that even Microsoft tested earlier this year. The test, which was wireless-focused, confirmed the presence of 5GHz 802.11n Wi-Fi as well as Bluetooth.

Apart from a few cosmetic changes, Samsung’s focus S would be a Windows Phone 7, an equivalent of the Galaxy S II, and would have the same 4.3-inch Super AMOLED Plus screen and an eight-megapixel camera on the rear side. The chassis requirements of the Mango update will lead to a slowdown to a single-core 1.4GHz Snapdragon. It will also use a front camera with a lower resolution at 1.3-megapixel, for video chat and photos.

The filings at the FCC usually give only rough clues likely to the moment when a phone could ship. The Focus S model is supposed to ship in mid-October and could get a formal unveiling at the CTIA show on the 11th of October.

A resolution for disapproval has been voted 241-178 and the House claimed that rules banning application blocking and some cases of unfair network management should be deprived of force or “effect”. Rob Woodall, Georgia Congressman, said that although the FCC needed permission to issue rules for the Internet, the House needed to reject any rules coming form the FCC.

The resolution was opposed by Democrats who argued that such a decision would threaten both innovative technologies in the United States and real jobs. By proposing the order, the FC had argued that a chance was needed for young Internet-only companies to be able to provide new voice and video services without being menaced by carriers that use blocks and throttling in order to discourage competition.

The measure still needs Senate approval, but the Republican gesture supporting large corporations is mostly symbolic and has no chance since the Obama administration had declared it would veto this resolution if it passed.

In judging whether the resolution has any weight or not, a few elements are to be considered. The FCC has cited unambiguous Congressional statements that gave it responsibility concerning certain aspects of the Internet, but Republicans have mentioned that several quoted clauses were not forms of authorization.

Regulations issued by the FCC are usually light and deliberately skirt around common carrier rules that are meant to regulate landline phones, which would require fair treatment and potential price regulation.

He mentioned that the deal had not yet been formally investigated but he was sure that FCC’s president Julius Genachowski would require some conditions or would simply ban the deal. The official did not tell the Wall Street Journal which alternative was the more likely to happen, but said that a green light for the merger in its actual form was virtually impossible.

Other deals like the merger of Verizon and Alltel have forced the acquiring carrier to divest some cellular licenses at least, in order to allow a smaller carrier to buy them and this way improve its network. Mandating price limits or roaming agreements, or even net neutrality terms would be other options the FCC could adopt. This kind of terms can be limited to a number of years, assuming that they would not be necessary later.

Considering the AT&T-T-Mobile deal, the former mentioned that it was confident the takeover estimated at $39 billion would be approved and used a patriotic approach to impress the FCC. Some of its promises have been to spread LTE to 95 percent of the population, to create new jobs and to improve the use of wireless spectrum for future broadband. Some critics have said that LTE could get additional coverage regardless that the merger would consolidate spectrum, and also that claims related to strong competition were false, as Sprint, US Cellular or other competitors had much smaller sizes.

Attempts of pushing the deal through would spur on FCC regulation in its process of reaching a final decision. At the CTIA opening keynote, Genachowski said that a vote on data roaming was expected at the commission’s meeting on April 7 and that he would insist for lower rates of roaming and required roaming agreements. Advocates of this idea have argued that the current situation would let companies like Verizon and AT&T shut out their rivals by either negotiating unfair roaming rates or simply refusing a roaming deal.

It is mentioned in the FCC documentation as the LG P920. The GSM radio of the LG Optimus 3D will support the AWS 1,700MHz network spectrum of T-Mobile. It has also been confirmed on AT&T’s network, but with a different branding, as it will receive the name LG Thrill 4G.

T-Mobile has announced to bring an adaptation of the LG Optimus 2X, named the T-Mobile G2X, as well as the LG G-Slate to market during this spring. However, it has not mentioned the Optimus 3D, while AT&T had announced the device as the LG Thrill 4G at CTIA. Therefore, it was a surprise to see that a model of the LG Optimus 3D would be compatible with T-Mobile’s network, while everybody expected the Optimus G2X to reach the FCC for approval.

The Optimus 3D is equipped with a Texas Instruments OMAP4 dual-core processor, which is clocked at 1GHz. It is said that its graphic core is twice as powerful as the correspondent of its “nearest competitor”, which was, at the time of the announcement, the NVIDIA Tegra 2. It sports up to four times as many decoders which allow it to have the graphics power required for its 3D viewing and recording expected performances.

The Commission has posted three separate filings: one for the EVDO 3G version carrying the label A1397, one for the HSPA 3G edition named A1396 and another for the Wi-Fi variant with the model number A1395. These documents do not include surprising details or information which were not revealed during Apple’s unveiling. Wireless standards suggest that the tablet will be limited to standard 3G speeds on CDMA and GSM networks, rather than the faster HSPA+ technology or the 4G standards.

Apple’s iPad 2 is supposed to start shipping in the USA on March 11; the device will be available in other markets starting March 25 or even later.

Details of what was wrong with it were not discussed. Although he appreciated the idea of a deal concluded between opposing sides, the chairman said that the timing had slowed down other processes and had precluded a deal otherwise almost getting close.

The FCC has publicly criticized the proposal, considering that it was going to provoke more talk and stop real action. Some officials of the FCC as well as Democrat congress people strongly opposed this kind of deal and said that it would be equivalent to allowing a corporation dictate telecommunications policy. Both governmental sides before the fall election have commented that the main focus of the policy, excluding cellphones from regulation, would be self-serving for Verizon and would hurt net neutrality, the issue becoming very important.

There were also critics expressing concern that Google was going to side with Verizon in order to help its most important partner for Android among carriers.

Recently shifting back towards a Congress led by Republicans is not supposed to affect FCC’s goals, according to Genachowski, as partisan issues were not acceptable while others have asked for support to both sides. He outlined the value of future spectrum and the Universal Service Fund to broadband as reciprocal interests.

FCC’s major hopes for wireless depend on the use of cleared 700MHz space for 4G on Verizon, AT&T and other important providers in the United States. A cent decision to permit white space wireless use is also expected to help by allowing Internet providers and individuals to share connections over considerably longer distances.

This action is a response to calls by advocates at the Electronic Privacy information Center requiring a check of whether the scanning has broken eavesdropping laws. If there are proofs of intentionally harvesting data, this could lead to up to $50,000 fines for each snooping instance identified, according to the Wall Street Journal. Neither Google nor the FCC had made any comments on the above mentioned accusations by now.

A penalty is less probable in the wake of the FTC stopped pursuing its investigation after Google decided to institute privacy changes including an overseer for privacy and mandatory training as well as the creation of privacy documents for each important project. The agency’s primary interest was to change Google’s policy instead of enforcement.

Google has been severely criticized for the way it handled the event. When the problem was first reported in the spring, Google insisted that no sensitive information had been collected by cars for Street View, as it was too brief to be used. Late in October, the company admitted that there were passwords, e-mail messages and web addresses included in that information.

Wi-Fi was originally included as Google intended only to map the location of access points for Wi-Fi, but an engineer’s test sequence meant to detect data was accidentally left in the hardware when Street View launched. Investigations in the United Kingdom already stated that Google had conducted illegal activity in that country. Other checks on the same topic are underway in South Korea and Europe.

Street View cars were grounded for a short time but resumed their work later without Wi-Fi.

About fifteen million past and current customers are expected to receive checks or bill credits for at least one false data charge. As calculated, the average credit would range between $2 and $6, but some customers are supposed to receive much more, says the carrier.

The company attributed the responsibility of these mystery fees to software that was triggering small data exchanges not intended by the users and applying the minimum data fee ($2) for those who did not have a data plan. In other cases, users have been charged the minimum fee for visiting the web, which should not happen. Both these problems seem to be fixed now.

The payouts Verizon is going to make prevent both eventual private lawsuits and a possible investigation of the FCC with respect to the company’s behavior. Until now, the company has repeatedly denied to ever have charged accidental fees, even in those situations where users had only asked for a data block or claimed to have turned off their phones.

The officials of the agency will talk about methods of fighting against what is called a “bill shock” or heavy use and roaming charges ranging into the hundreds or even thousands of dollars added to the base rate. An increasing problem is related to extra fees, as smartphones like the iPhone and others have data fees added to voice and text messaging prices.

Most proposals regarding the fees have been involved in a strategy similar to that of the European Union trying to restrict fees at a certain amount. European carriers and equally US ones have said this regulation was not needed. Critics have outlined that carriers often choose to lower fees dramatically after claims of customers who cannot afford to pay the bills.

Besides cellular service, the FCC will also address objectives related to the Universal Service Fund to pay for rural broadband and opening TV set-top boxes to allow CableCARD and the devices to have access to the cable service. Several boxes are locked to individual providers and in many cases have limited or even non-existent support for HDTV with CableCARD. The FCC has even suggested to drop CableCARD entirely and supporting Internet.
