First, there is no such thing as an 8GB 3GS being sold at the moment. Secondly, Rogers is selling a 16GB 3GS for $199 on a 3yr contract. Bell wouldn't charge more for the same phone. $150 for an 8GB 3G? Rogers is selling that for $99. All of this was in the keynote address as well back when the 3GS was unveiled.
