According to a statement released by the FCC, the possibility of providing free wireless access to the Internet is in discussion for the United States. A draft broadband plan was discussed at the recent Digital Inclusion Summit, exposes a series of strategies meant to expand to 90 percent the number of connected Americans, compared to the present situation when 35 percent are without broadband.

FCC Chairman Julius Genachowski said that the National Broadband plan would provide a vision for leadership at federal, state and local level, as well as partnerships with both private and non-profit communities. America would be a nation where broadband would provide opportunities for everybody, according to the FCC official.

The plan provides only few details referring to how the Commission would use spectrum for free or low-cost wireless networks. The government is also planning educational programs for digital literacy that include Online Skills Portal and a Digital literacy Corps.

Genachowski claims that wide broadband access is a must for satisfying the information needs of communities in a democratic country. The lack of such a system would lead to a new category of second-class people. Everyone has to be able to find the social and economic opportunities of the digital age.

The National Broadband Plan will be delivered to Congress on March 17th. Additional information on particular aspects of the proposals is expected.
